John Foster

John Foster graduated from Texas A&M University in College Station with a Bachelor of Science Degree in Bio-Environmental Sciences and a Master of Agriculture Degree in Agronomy. Before joining the Texas State Soil & Water Conservation Board (TSSWCB) in December 2000, he worked with the Texas Commission on Environmental Quality’s (TCEQ) agriculture permitting program.

John serves under the TSSWCB’s Executive Director as the agency’s Programs Officer where he coordinates intergovernmental relations with elected officials, agricultural industry representatives, as well as local, state and federal agencies. John is responsible for coordinating policy and direction of agency natural resource programs such as the Texas Nonpoint Source Management Program, the Certified Water Quality Management Plan, Poultry Water Quality Programs, and he coordinated the development of the state-funded flood control dam that supports the watershed program.
